I am running for Titusville City Council Seat 5 because I genuinely care about our city and the people who call it home. Over the years, I have been fortunate to receive support, encouragement, and guidance from so many members of our community. Those experiences have shaped who I am and strengthened my commitment to Titusville.


Now, I feel it is my turn to give back by serving the community that has given so much to me. I want to be a voice for residents, protect their ability to be heard, and ensure that every citizen has a seat at the table. I believe local government works best when it listens, communicates openly, and remains accountable to the people it serves.


My goal is simple: to put residents first, support thoughtful growth, improve infrastructure, protect our natural resources, and help ensure Titusville remains a place where families, businesses, and future generations can thrive. Most importantly, I want to be someone who stands up for our community and works every day to earn the trust of the people I represent.

Meet Kayla Manning

I am a wife, mother, business owner, community volunteer, and proud Floridian who believes that strong communities are built by people who care enough to get involved.

Originally from Polk County, Florida, I grew up in a small town surrounded by cattle, orange groves, honey bees, and the natural beauty that makes our state special. My family owned and operated a mechanic shop, where I learned the values of hard work, accountability, and serving others. Those lessons continue to guide me today.

After graduating from the University of Florida, I married my husband, Joe, and together we built our family while living in Arizona and later Port Saint Lucie. In 2016, we returned to Titusville, where Joe grew up and where we chose to put down roots and raise our daughters, Emma and Liliana.

Over the years, Titusville has become much more than the place we live—it has become our home. It is where our children have grown up, where we have built lifelong friendships, and where our family has been blessed by the relationships and sense of community that make Titusville feel like home. It is also home to our lively collection of pets: three dogs, three cats, and a chameleon.

My passion for service has led me to become actively involved in our community through volunteer work, local organizations, real estate, and small business ownership. Through these experiences, I have met incredible residents who care deeply about Titusville and want to see it thrive.

I am running for Titusville City Council Seat 5 because I believe every resident deserves to have their voice heard. I want to help ensure that city government remains transparent, accountable, and focused on the needs of its citizens. I believe in thoughtful growth, responsible infrastructure planning, protecting our natural resources, and creating opportunities that improve the quality of life for families throughout our community.

Throughout my life, I have been supported by family, friends, mentors, and neighbors. Now, I believe it is my turn to give back by serving the community that has given so much to me.

My commitment is simple: to listen, to learn, and to work hard every day on behalf of the people of Titusville.

Because Caring for Community isn't just something I say—it's how I choose to live.


Working for a Better Titusville

INFRASTRUCTURE


Updating, properly maintaining, and creating new developer requirements are all areas our city should have as a high priority. The residents do! Work has been done in certain areas but the work is far from over! The first installment of Titusville's infrastructure was in 1867. We have grown exponentially since then! Updates have been made, but more needs to be done. 

TRANSPARENCY AND ACCOUNTABILITY

Clear sharing of information from city employees to, not only the City Council, but to its citizens is expected. It is the responsibility of the City Council Members to hold city employees to the highest standards and if those standards are not met, accountability must happen. The City Council Members also have the expectations of being held accountable by the residents. Council is the voice of the people, and those voices should be heard.

SMART GROWTH AND TRAFFIC

As a Google search can define, Smart Growth is an urban planning and development approach that promotes sustainable, compact, and livable communities by integrating land use, transportation, housing, and environmental conservation. Traffic issues arise when a city has a population influx and new development without associating them to public transportation or ease of access to local amenities. By going solely on available property locations for building and not taking into consideration the other items needed for balance, the new development will cause more than just traffic problems. By focusing on the city as a whole when determining locations of new projects, we can control the future of Titusville.

Improving The Quality Of Life In Titusville

Ways to include EVERY citizen in the conversations, even when you can’t be there in person. Our city includes EVERYONE. From families with small children, young adults, retirees, and beyond. Every person should have the ability to be involved and have their voices heard and given all the information on topics pertaining to the city.
Finding where policies are lacking and updating city codes for more opportunities to grow city development with children in mind. My kids grew up here. We have beautiful parks for bike riding and a splash pad, but there's not a lot indoors for groups of parents with children to do!
Training in our schools along with local programs for high school students AND adults. Our city has so many opportunities for individuals to gain vocational skills. Matching these programs with financial opportunities and guidance from organizations in our community is key.
Doing this by working with entities and individuals with the knowledge and capabilities to protect our natural resources. Focusing on recommendations from the TEC (Titusville Environmental Commission) is imperative..

FOCUS ON THE PEOPLE

I not only want to focus on ways to influence decisions made in the City of Titusville, I want to focus on the people and bring together organizations and citizens that are leading the community. Without the PEOPLE, the City of Titusville is nothing.
